If an opponent were to cast an instant or sorcery, then could I cast Negate to counter the spell, but also put down Curse of Echoes so I can copy their spell?

Yes, you can put a copy of that spell on the stack and then counter the original spell.
In multiplayer Format it may be good to Counter the original spell before the triggered ability of the Echoes resolve, then if an Opponent may chose to copy the original spell, you Counter that spell before the Curse ability resolves.

Honestly spoken I do not consider this a combo. The interaction of the cards looks more like simple synergy. For my understanding a combo is a set of cards interacting together in order to create a game Advantage,
either by providing a repeatable game mechanism or
by creating a win condition (also one shot; e.g. fling on a huge creature cannot be done twice since the creature is already sacrificed).

For example Bloom Tender with Freed from the Real provides infinite tap/untap Triggers. Add only 1 permanent of another color and you have infinite mana.

Another example would be terakhan's http://www.mtgcombos.com/view.php?fid=2&tid=74511&t=lich-in-the-closet Combo. This set up you can use each turn, it stays on the battlefield and you can gain a more steadily benefit from it.

Your combination is just a one shot. The Negate you can only cast once, maybe you add some other cards to counter any instant or sorcery spell you don't want. Maybe Isochron Scepter imprinted with a Counterspell?
